I have installed direct x, but games and google earth says otherwise?

hello. i have a gateway laptop running on windows xp tablet PC edition with SP3. for some reason dirext x wont work. google earth and alot of my games wont work because of this. i have tried downloading it from the microsoft website to download.com to the links on the games. they install fine but it dosent work. i have tried chaning my color quality to 32-bit, but that dosent work ether. this has been a problem since i last formatted my hard drive.
i have tried dirext x 10 and direct x 9
which laptop should i get. (like to play the newest games but it doesn’t have to play Crysis on max settings)?
